It is understood that the Postal Administration'

of Hongkong will make up all necessary mails to connect with the contract steamers at Singapore and that it will pay for such in accordance with the provisions of the local Ordinance as for as Singapore. It will also pay transit charges from Singapore to Europe on letters, post cards and other articles in accordance with the provisions of the Postal Union Convention as in the case of Foreign Postal Administrations. Parcels will be paid for in accordance with the existing arrangements with the United Kingdom from Singapore onward. From Hongkong to Singapore local rates as laid down in the Hongkong Post Office Ordinance will apply. These charges, it is estimated, will be small as compared with the present share of the subsidy paid to the Peninsular and Oriental Steam Navigation Company. It is very desirable that the economy should be made, as the use of the Siberian route for ordinary mail matter from Hongkong costs the Colony not less than £7,000

per annum.
